What is a commercial hot mix plant?

A hot mix asphalt plant makes the black mix that paves roads. Stone and sand are fed from cold bins into a rotating dryer, where a burner heats and dries them. In a batch plant the hot stone is screened into size groups, held in hot bins, weighed out and mixed with hot bitumen in a pugmill, one batch at a time. In a drum mix plant the same drum dries the stone and coats it with bitumen in one continuous flow. Mineral filler is added, and a cyclone with a bag filter or wet scrubber catches the dust in the dryer exhaust. The finished mix goes to a silo or straight into trucks.

The plants described here are commercial and industrial units for road building, batch and drum types, fixed and mobile; patch-repair bitumen kettles, cold mix and emulsion plants, and road rollers or pavers are not covered.

How diipl verifies hot mix plant manufacturers

diipl checks every hot mix plant manufacturer before a buyer meets them. Every seller is GSTIN verified and capacity audited. IEC and the certifications your product and market need (ISO, CE, REACH, BIS) are confirmed before any meeting; Certificate of Origin and EIC inspection are arranged per shipment where required.

For hot mix plants, the capacity audit also covers:

  • A trial run of the dryer and burner at rated output on stone with the moisture the maker states, with the stone temperature logged at the dryer outlet and the fuel use noted
  • The dryer drum, support rollers, drive and flights inspected in the works, with shell plate and welds checked and the drum turned under power
  • The mixer or drum seen assembled, with paddle arms, paddle tips and liner plates made of wear-resistant steel that can be replaced, and the shafts turned by hand with no rubbing
  • Load cells, bitumen meter or bucket and temperature sensors calibrated with a test weight or a signed record, and the control panel wired, tried and labelled
  • The plant trial-erected in the works before dispatch, with the burner fuel train, flame safety devices, guards, ladders and platforms fitted and every module match-marked

We match your requirement to a manufacturer that has passed these checks and arrange a direct meeting.

Types of hot mix plants we cover

Indian hot mix plant manufacturers on the diipl bench build these commercial and industrial types.

TypeTypical buyers
Stationary batch mix plant (tower type)Highway contractors and mix producers that run several mix designs from one plant
Counter-flow drum mix plant (continuous)Contractors and producers making long runs of one mix
Double-barrel drum mix plant for reclaimed asphaltResurfacing contractors and producers that reuse milled asphalt
Light-duty mobile batch plant (small, towed)Small contractors doing small-scale road construction and maintenance work
Mobile drum mix plant on towable chassisContractors with road packages spread over several sites
Modular skid-mounted batch plantHighway contractors setting up plants at site, and buyers shipping plants in containers

Stationary batch mix plant (tower type)

The hot stone leaves the dryer on a hot elevator, is screened into sizes and held in hot bins. Each size is weighed into a hopper, then mixed with weighed hot bitumen in a twin-shaft pugmill, one batch at a time, under computer control. One handbook says batch sizes vary from 900 to 4,500 kg and that a very common hot bin capacity is 36 to 72 tonnes. Choose it when each batch must be weighed on its own.

Counter-flow drum mix plant (continuous)

Cold stone is fed by belt into one drum, which dries it and blends it with hot bitumen as it turns; binder and filler enter near the lower end. The screens, hot bins, weigh hopper and pugmill of a batch plant are not needed, so grading comes from the cold feed bins, with a continuous belt scale on the main conveyor. Mix is lifted to a silo or surge bin to wait for trucks. Choose it for the simpler layout.

Double-barrel drum mix plant for reclaimed asphalt

A counter-flow drum inside a second shell. Virgin stone is dried and superheated in the inner drum, then drops through the drum wall into the outer space, where reclaimed asphalt is added and mixed in about 1.5 minutes. A highway research guide says the stone and the reclaimed material are not exposed to the hot gases or the steam of drying. Choose it when you plan to put a large share of old asphalt back into the mix.

Light-duty mobile batch plant (small, towed)

A small plant on a four-wheel chassis with pneumatic tyres, driven by a diesel engine. The Indian standard generally gives its capacity as 3 to 5 or 6 to 10 tonnes per hour, for stone up to 25 mm. A rotary drum dryer with an oil burner heats the stone, and mixing is done in a separate twin-shaft pugmill, not in the dryer. A calibrated bucket measures the bitumen. Choose it for small-scale road work.

Mobile drum mix plant on towable chassis

A drum mix plant built in sections on towable chassis so it can move between sites. A 2012 maker page listed a mobile series from 20 to 120 TPH. Its small model carried the drying and mixing unit, four-bin cold feeder, conveyors and fuel tank on one chassis, with the bitumen tank and control cabin on towing systems; its larger model used four chassis. A dust collector was optional. Choose it when the plant must move often.

Modular skid-mounted batch plant

A batch plant built in modules for transport and quick erection. One maker says its batch plants are modular for conventional 40-ft containers and that its skid-mounted plants need only a plain cement concrete (PCC) foundation; another maker's skid-mounted design also needs only a simple PCC set-up. Indian makers list batch plants from 60 to 400 TPH, so output is not a limit. Choose it when site civil work and transport must be kept light.

What to specify when buying a hot mix plant

A clear hot mix plant specification gets you comparable offers and a faster meeting. Share these points with diipl and we match them to the right manufacturer.

What to specifyWhy it matters
Plant type: batch, drum mix or double-barrelA batch plant has screens, hot bins and a pugmill; a drum plant has none of them and takes its grading from the cold feed. Say which type you want, since layout, dust control and silo needs differ.
Rated output in tonnes per hour, and the moisture it is rated atDryer capacity is rated at a set stone moisture, typically 5 percent in one handbook. Wetter stone cuts output, and site elevation also matters, so give the maker your stockpile moisture and altitude.
Mixer type, batch size and mixing time (batch plants)Typical batch plants use a twin-shaft pugmill, and batch sizes vary from 900 to 4,500 kg with pugmill capacity. Ask for batch size, dry and wet mixing times, and a paddle-to-liner clearance under half the largest stone size.
Cold feed bins, feeders and scalping screenMatch the bin count to the stone sizes in your mix design. Ask for dividers between bins, variable-speed belt feeders, a scalping screen, and a separate steeper-sided bin if you will add reclaimed asphalt.
Dryer drum size, flow direction and flightsOne handbook gives about 1.5 to 3 m diameter and 6 to 12 m length, and calls counter-flow dryers more common because heat transfer is better. Ask for drum size, flight design and how worn flights are replaced.
Burner fuel, matched to what your State Pollution Control Board approvesThe 2023 hot mix plant rules allow only fuel approved by the State Pollution Control Board. Confirm the burner and fuel train can run on that fuel, and ask which flame safety devices are fitted.
Screens and hot bins (batch plants)A scalping screen is followed by two to four sizing screens, and a very common hot bin capacity is 36 to 72 tonnes. Ask how many screens and bins match your mix designs.
Bitumen tank, heating and meteringTanks are insulated and heated by electric heat or a hot oil coil, usually holding binder at 150 to 180 deg C; modified binder often needs stirring. Name your binder grades and ask how binder is metered.
Dust collector, fan and stackThe 2023 Indian rule sets 150 mg/Nm3 for batch plants and 300 mg/Nm3 for drum plants and names the control devices for each. Ask the maker to size the collector, fan and stack to meet that limit.
Filler system and return of collected finesDust caught by the collector is part of the mix design. A handbook warns that uneven return of baghouse fines can make volumetric test results erratic, so ask how filler and fines are fed back evenly.
Weighing, calibration and recordsBatch plants can total the weight of every batch dropped into a truck, but only if the scales are calibrated and certified. Ask for certified load cells, a calibration routine and periodic accuracy checks.
Reclaimed asphalt feed and the share you plan to useIn batch plants a handbook says weigh-box feeding rarely goes over 25 percent, while a dryer or heat-transfer chamber reaches 25 to 35 percent typically. Ask for the feed point, bin and share the maker has run.
Storage silo and truck loadingInsulated silos hold mix for several hours, but long storage ages the binder. Keep the level between one third and two thirds of capacity to limit segregation, and ask for the silo size, gates and batcher.
Power supply, foundation and erection planGive your site voltage and frequency and ask for the connected load and generator size. Some makers supply skid-mounted plants that need only a PCC foundation, so ask for the foundation drawing.

HSN code and ITC-HS code for hot mix plants

Hot mix plants are classified under ITC-HS 84743200 (machines for mixing mineral substances with bitumen), within HS subheading 847432 (machines; for mixing mineral substances with bitumen). The 6-digit subheading is the same in every country that uses the Harmonized System; the 8-digit ITC-HS line is the one India files.

In India the GST HSN code and the export ITC-HS code come from the same nomenclature. A GST invoice needs only the first 4 or 6 digits, depending on your turnover; the export shipping bill carries the full 8-digit ITC-HS line. The classification is shown here; the applicable GST rate is not. Official source.

Your opportunity

Indian hot mix plant makers already ship this line abroad. diipl finds the markets where your machine can win and generates the verified buyers there.

A classification is a fact any lookup can give you. The correct code still does not tell you which countries are buying hot mix plants right now, what duty each of them charges on the Indian line, or whether that demand is growing or fading. Those answers come from trade data, not from a code table, and they decide whether a market is worth entering. diipl's free Market Research Report answers them for your machine.

Buying a hot mix plant in India

  • Ask for a GST invoice from a GSTIN-registered maker that names the plant type, rated output and each main module, so the dryer, mixer, dust collector and control room are all on paper.
  • Plan the site before the modules arrive: a levelled yard, a concrete foundation to the maker's drawing (skid-mounted designs need only a simple pad), room for cold bins and stockpiles, bitumen and fuel tanks, and a firm road for trucks.
  • Check the siting and pollution rules before you order. The Environment (Protection) Rules now carry a hot mix plant entry with stack limits, named control devices, approved fuel and distances from towns, homes, highways and schools, so speak to your State Pollution Control Board about the site.
  • Fix the power plan in the contract: grid connection or generator set, the connected load, and who supplies cables and earthing.
  • Put installation, commissioning, operator training and a trial production run with your own stone and bitumen grade into the contract, and do not sign off until output, mix temperature and grading are recorded.
  • Agree the spares and service plan. Mixer paddles and liners, dryer flights, screen meshes, burner parts and filter bags are the parts that wear, so ask for a list, a stock plan and a service engineer who can reach the site.

Buying from Indian hot mix plant exporters

  • Agree the Incoterm and the module list. Every dryer section, bin, tank and conveyor should appear on the packing list with match marks tied to the erection drawing, and a Certificate of Origin should join the papers if your customs want one.
  • Write down your electricity supply in words: the voltage, three-phase or single-phase, and the frequency. The motors, burner blower and control panel must be built for it, so ask whether a generator set comes with the plant.
  • Shipping to the European Union? Request the maker's declaration of conformity, the instructions for use in your language and the file that shows how the plant meets the European safety standard for road material mixing plants.
  • For North America, ask which dust collector ships with the plant and what stack test results the maker can show, because a federal air rule in the region limits stack dust and smoke opacity at hot mix asphalt facilities.
  • Tell the maker the fuel on offer at your site, your bitumen grades, and your stone sizes and moisture, so the burner, bitumen tank heating and cold feed bins are built for them.
  • Ask for a commissioning visit, operator training in your language, a first-year kit of mixer wear parts, filter bags and burner parts, and a named engineer for remote help.

Hot Mix Plant: frequently asked questions

Who makes hot mix asphalt plants in India?

Maker names are not listed on this page. Tell diipl the output you need, batch or drum mix, and the fuel and stone at your site. We shortlist a maker whose GSTIN is verified and that has passed an on-site capacity audit: the dryer drum, mixer, burner and control panel are inspected and a test run is done at rated output. Before the meeting we also check its export registration (Importer Exporter Code) and the certificates your market will ask for.

Which output, in tonnes per hour, should I ask for?

Work back from the quantity you must lay each day, then ask for output at your stone's moisture. In a 2016 trade-press report, makers said 120 to 160 TPH is the trend for EPC road projects shorter than 50 km, 180 to 260 TPH is preferred for larger ones, and 160 TPH and above is in demand. Treat this as a maker's view, and let your paving rate and mix designs decide.

Which standards or certifications apply to hot mix asphalt plants in India?

For small, light-duty mobile plants BIS has IS 5890:2004. BIS also lists IS 3066:1965, Specification for hot asphalt mixing plants. For fixed batch and drum plants, ask the maker which specification the design follows. Stack dust, control devices, fuel and siting are set by the hot mix plant entry in the Environment (Protection) Rules, covered in a later question.

What is the HSN code for hot mix plants?

Hot Mix Plants are classified under ITC-HS 84743200 (machines for mixing mineral substances with bitumen), within HS subheading 847432. The export shipping bill carries this full 8-digit line; a GST invoice needs only its first 4 or 6 digits, depending on your turnover. Confirm the 8-digit line against your exact machine before you file.

Can Indian manufacturers export hot mix asphalt plants?

Yes. Trade press has reported an Indian maker exporting two 160 TPH plants to Africa. Plants are built in modules, so packing lists, match marks and erection drawings matter. Importers also ask for the voltage match, the dust collector fitted, fuel and bitumen grades the burner and tank suit, a spares kit and remote help after commissioning.

Which industries buy hot mix asphalt plants?

Highway and rural road contractors, infrastructure groups building road packages on an EPC basis, hot mix producers and resurfacing contractors buy them. The plant follows the work: a large highway package may justify a high-output batch plant at site, a rural package a mobile drum mix plant, and a resurfacing firm may want a design that takes milled old asphalt.

I manufacture hot mix asphalt plants. How do I find verified buyers?

diipl first works out which buyers need your plant type, such as highway contractors for large batch plants or rural road contractors for mobile drum mix plants, and in which regions. We reach them, ask each about the road package, who signs off and when the plant is needed, and set up a meeting with you. We do not show your company name or phone on any public page.

Should I choose a batch plant or a drum mix plant?

Practitioners quoted in a trade-press report differ. One says a drum plant is right for a company that does not keep switching between mixes. Another says a batch plant is more versatile when different mixes are made, and adds that the choice should rest on final mix quality, metering precision and emission compliance. An infrastructure company's executive says a batch plant gives better control over the ratio of aggregates, fillers and bitumen. Tell the maker your mix types and daily volume.

What stack limits and siting rules apply to a hot mix plant in India?

The hot mix plant entry notified on 18 May 2023 sets stack particulate limits of 150 mg/Nm3 for batch plants and 300 mg/Nm3 for drum plants. Batch plants need multi-clones with bag filters; drum plants need a cyclone or multi-clones with a wet scrubber. The siting criteria are 1 km from city and town boundaries, 0.5 km from habitation, 0.2 km from national or state highways (from the centre line), 0.5 km from schools, colleges and temples, and 1 km from hospitals, courts and tourist spots.

How much reclaimed asphalt can a batch plant take?

It depends on how the old asphalt is heated. A handbook says weigh-box feeding in a batch plant rarely goes over 25 percent, bucket elevator feeding rarely over 20 percent, and a dryer or heat-transfer chamber reaches 25 to 35 percent typically. Ask the maker for the share it has run, and the moisture of old asphalt it assumes.

How big is a light-duty mobile hot mix plant?

The Indian standard for light-duty mobile plants, IS 5890:2004, covers small towed plants rated at 3 to 5 or 6 to 10 tonnes per hour, for stone not larger than 25 mm. It asks for a rotary drum dryer, a separate twin-shaft pugmill and a diesel engine drive. Larger towable drum mix plants are a separate variant on this page.
