Verified Plastic Recycling Machine Manufacturers in India
A plastic recycling machine shreds, washes, dries and melts used plastic into clean flakes or pellets. Recyclers and processors buy it. diipl introduces each buyer to a verified Indian manufacturer, and brings makers verified buyers, through a direct meeting.
Also called: plastic waste recycling machine, plastic recycling machinery, plastic recycling plant, plastic granulator machine, plastic crusher machine.

What is a commercial plastic recycling machine?
A plastic recycling machine turns used or scrap plastic into material a factory can use again. Recyclers usually need a whole line, not one machine. A shredder or granulator cuts bales, lumps and sheets into small pieces. A washing line removes dirt, paper, labels and glue and sorts plastics by density in water, and a dryer takes the water out. Light film is often densified first in an agglomerator so it feeds well. An extruder then melts the clean material, a melt filter removes leftover dirt, a vent removes moisture and gas, and a pelletiser cuts the melt into pellets. Pellet quality follows scrap quality, so the line must suit what you feed it.
Commercial and industrial recycling machines and lines for recyclers, moulders and plants are covered here; small home or hobby recycling units are not.
How diipl verifies plastic recycling machine manufacturers
diipl checks every plastic recycling machine manufacturer before a buyer meets them. Every seller is GSTIN verified and capacity audited. IEC and the certifications your product and market need (ISO, CE, REACH, BIS) are confirmed before any meeting; Certificate of Origin and EIC inspection are arranged per shipment where required.
For plastic recycling machines, the capacity audit also covers:
- A timed run of the shredder or granulator on scrap like the buyer's own, with the output weighed against the rated figure and the regrind size checked against the screen
- Rotor and knife condition on the floor: how knives are seated, how the knife gap is set and checked, and whether the guard interlock keeps the chamber shut until the rotor has stopped
- The washing section during a run: friction washer, separation stage, dryer and water circuit, with a check of how dry the flakes come out and how wash water is cleaned and reused
- The extruder section on a trial: screw and barrel in good order, melt filter fitted and clearing itself, vent open, and pellets cut and dried properly
- Fabrication of tanks, frames and drive guards, with emergency stops and dust and noise controls checked before dispatch
We match your requirement to a manufacturer that has passed these checks and arrange a direct meeting.
Types of plastic recycling machines we cover
Indian plastic recycling machine manufacturers on the diipl bench build these commercial and industrial types.
| Type | Typical buyers |
|---|---|
| Single-shaft plastic shredder | Recyclers and plants that receive film, big bags, lumps and thick sheets |
| Plastic granulator (cutting mill) | Recyclers sizing scrap after a shredder, and moulders and film makers regrinding their own offcuts |
| PET bottle washing line | Recyclers and flake producers handling post-consumer PET bottles |
| Film washing line (PE and PP) | Recyclers of agricultural film, packaging film, stretch film and used big bags |
| Agglomerator (densifier) | Film recyclers and plants that return light film and fibre waste to production |
| Recycling extruder and pelletising line | Recyclers who turn washed flakes, film and regrind back into pellets |
Single-shaft plastic shredder
A single-shaft shredder tears film, filaments, start-up lumps and sheets into pieces for the next machine in the line. One published range offers a point-blade rotor for big bags, filaments and agricultural film, and a square-blade rotor for hard plastics, with motors from 37 to 110 kW and typical output of 500 to 2,500 kg/h. Choose it when scrap is bulky or lumpy.
Plastic granulator (cutting mill)
A granulator cuts scrap into small, even pieces between rotor and bed knives, usually after a shredder or beside a moulding machine. One heavy-duty range takes massive clumps, tough fibres and very thin film, with rotors from 450 to 800 mm across, motors from 37 to 250 kW and a washing version that washes and granulates in one step. Lighter models regrind offcuts and edge trim.
PET bottle washing line
A PET bottle washing line turns baled bottles into clean flakes. One published flow runs from debaling, bottle sorting and label removal through a washing drum, granulator and friction washer to a hot wash, density separation in a hydrocyclone, a step dryer, fines removal and flake sorting. The hot wash can be set from 60 to 90 degrees Celsius, and the step dryer brings residual moisture below 1 percent.
Film washing line (PE and PP)
A film washing line cleans dirty film and big bags. One published line runs a shredder, a pre-washing unit that removes coarse foreign bodies, a wet granulator, a friction washer, hydrocyclone density separation, mechanical and thermal drying and a silo, with process water treatment alongside. A hot wash is an option, and the thermal dryer suits thin film. Choose it for farm film, packaging film and stretch film.
Agglomerator (densifier)
An agglomerator turns thin film, fibres and tapes into a pourable agglomerate with high bulk weight, so the material can go back into production. One continuous design uses friction heat that dries the material without melting it, accepts pre-cut waste with up to about 10 percent moisture and delivers agglomerate under 1 percent. It handles film, fibres, tapes, thermoforming film and farm film waste. Choose it for thin film that feeds badly.
Recycling extruder and pelletising line
A recycling extruder line melts washed film or regrind and cuts it into pellets. One published system cuts, mixes, heats, dries and pre-compacts the scrap first, melts it, cleans the melt in a self-cleaning filter, homogenises and degasses it, then feeds a pelletiser. Its LDPE film models list average output from 350 to 430 kg/h up to 3,200 to 3,700 kg/h, depending on moisture, print and contamination.
What to specify when buying a plastic recycling machine
A clear plastic recycling machine specification gets you comparable offers and a faster meeting. Share these points with diipl and we match them to the right manufacturer.
| What to specify | Why it matters |
|---|---|
| Scrap type, form and dirt level | Name the scrap: film, bottles, crates, lumps or regrind, and how dirty and wet it is. The quality of recycled material depends on the quality of the scrap going in, and mixed streams need extra washing and sorting. |
| Rated output in kilograms per hour on your own scrap | Ask for the figure on your scrap, not a test grade. One maker's film extruder tables call their outputs examples that depend on residual moisture, print and the degree of contamination. |
| Shredder rotor type and drive power | One published range offers a point-blade rotor for big bags, filaments and agricultural film and a square-blade rotor for hard plastics, with motors from 37 to 110 kW. Match rotor and motor to your heaviest scrap. |
| Granulator rotor size, working width and screen | Rotor diameter and working width set how much scrap a granulator takes. One heavy-duty range lists rotors from 450 to 800 mm and working widths from 600 to 2,000 mm. Ask which screen gives the regrind size you need. |
| Feeding method into the granulator | Standard granulators use gravity feeding. A screw forced feeder puts material into the grinding chamber evenly, and a large hopper can hold a big volume and buffer intermittent feed. Ask how feeding is controlled and how a jam is cleared. |
| Hot wash stage and wash temperature | A hot wash removes odours, adhesive and liquid residues such as sugar and soda. One line lets you set temperature, residence time and detergent by degree of soiling, with temperature adjustable from 60 to 90 degrees Celsius. |
| Density separation method | A float-sink tank separates by simple weight force, while a hydrocyclone uses centrifugal force and adds washing friction. Ask which your plastics and purity target need, and how sand, glass and metal are removed first. |
| Dryer type and final flake moisture | Mechanical, step and thermal dryers suit different feed. One step dryer lists residual moisture below 1 percent, while a thermal dryer suits thin film. Ask what moisture your extruder can accept. |
| Process water treatment and water use | Ask how process water is cleaned and reused, because water treatment cuts water use, and what drain connection and tank space your site must provide for the washing section. |
| Agglomerator moisture limits | One continuous agglomerator takes pre-cut waste with up to about 10 percent residual moisture and delivers agglomerate under 1 percent. Ask the maker's moisture limits for your film before you size the unit. |
| Melt filtration and degassing | One maker filters the melt before the degassing zone, so only filtered, homogenised melt reaches the vent. Ask how the filter cleans itself and how the vent copes with printed or wet scrap. |
| Pelletiser type and pellet drying | A water-ring pelletiser cuts at the die face and is common for PE and PP film, raffia and regrind, while strand cutting through a water bath suits high melt-index material. Ask which suits your polymer. |
| Guarding, interlocks and rotor run-down | Safety guidance for granulators calls for feed openings that keep hands from the blades, interlocked guards with guard locking until all movement has stopped, and a lock-off routine for maintenance. Ask to see each one. |
| Safety standard each machine is built to | Ask which safety standard the shredder, granulator, agglomerator and extruder each follow, and ask for the written test results. One European standard covers blade granulators and shredders. |

HSN code and ITC-HS code for plastic recycling machines
The code for plastic recycling machines depends on what the machine does to the scrap, whether cutting and crushing it, washing it, or melting it and cutting the melt into pellets, and whether it is entered as one plant or machine by machine. Choose the line that matches your machine:
- 84798200 (mixing, kneading, crushing, grinding, screening, sifting, homogenising, emulsifying or stirring machines) when the machine is a shredder or granulator that cuts, crushes or grinds scrap plastic and other waste into smaller pieces.
- 84772000 (extruders) when the machine is a recycling extruder that melts the scrap and forces it through a die, entered on its own without a built in pelletiser.
- 84775900 (other, within subheading 847759: machinery; for moulding or forming, for working rubber or plastics or for the manufacture of products from these materials, n.e.c. in this chapter) when the machine is an extruder with its pelletiser built in as one machine, such as a pelletising machine that melts scrap with a heated screw and cuts the strands, or a densifier that collapses plastic foam into compact chips.
- 84778090 (other, within subheading 847780: machinery; for working rubber or plastics or for the manufacture of products from these materials, n.e.c. in this chapter) when the line is a complete plant that cuts, dries and compacts the scrap, melts it in an extruder and cuts the melt into pellets.
- 84798999 (other, within subheading 847989: machines and mechanical appliances; having individual functions, n.e.c. or included in this chapter) when the machine is a washing line unit such as a label remover, scraper or flake cleaning station, entered on its own.
The tariff has no heading for plastic recycling machines, so each machine follows what it does to the scrap. Machines that cut, crush or grind scrap go to the crushing and grinding subheading, a recycling extruder goes to extruders, and melting and pelletising machines have been ruled into plastics machinery lines that officials have not settled alike. Washing line units are ruled one by one, and no ruling gives a single code for a whole washing line or for a film agglomerator, so no code is shown for those.
In India the GST HSN code and the export ITC-HS code come from the same nomenclature. A GST invoice needs only the first 4 or 6 digits, depending on your turnover; the export shipping bill carries the full 8-digit ITC-HS line. The classification is shown here; the applicable GST rate is not. Official source.
A classification is a fact any lookup can give you. The correct code still does not tell you which countries are buying plastic recycling machines right now, what duty each of them charges on the Indian line, or whether that demand is growing or fading. Those answers come from trade data, not from a code table, and they decide whether a market is worth entering. diipl's free Market Research Report answers them for your machine.

Buying a plastic recycling machine in India
- Make sure the GST invoice lists the model, the rated output in kilograms per hour and the scrap it was rated on, so the order matches what the factory tested.
- Plan the foundation, floor space and power connection before delivery. For a washing line add the water supply, tanks and drainage, and settle who supplies the infeed conveyor and the discharge blower.
- Agree installation, commissioning and a trial run on your own scrap, with operator and setter training that covers lock-off and safe knife changes.
- Keep wear parts in stock, such as knives, screens, screws, barrels and filter screens, and get a written spares list with the lead time for each.
- If you will run the line as a recycler, apply early for State Pollution Control Board registration. The Rules ask for valid consents under the Water Act and the Air Act first.
- Check whether you will sell recycled material to packaging producers or brand owners. If so, ask about registration on the central portal that the Central Pollution Control Board runs.
Buying from Indian plastic recycling machine exporters
- For the European Union, ask which safety standard each machine follows. Blade granulators and shredders, agglomerators and extruders each have their own European standard. Ask for the declaration of conformity, the CE marking and a manual in your language.
- The granulator and shredder standard stops at the feed opening and the discharge area, so infeed conveyors, ram feeders and discharge blowers may sit outside it. Agree in writing who assesses the whole line.
- Send photos or samples and a short description of your scrap: type, dirt, moisture and daily volume. Ask for a recorded trial run on similar scrap before you confirm the order.
- Give the voltage, phases and frequency for every motor in the line, and confirm the water supply and effluent handling the washing section needs at your site.
- Settle the Incoterm in writing and find out if the Certificate of Origin is required under your import rules. Have the packing list name each module, and pack knives, screens and screws in their own protected crates.
- Ask for a wear-parts kit with the order and for remote support by video during commissioning, so a fault in the washing section or the extruder can be checked without a visit.
Standards and certifications for plastic recycling machines
Plastic Recycling Machines for each market must meet that market's rules. diipl confirms the certifications your market needs before any meeting. Each requirement below links to its official source.
| Indian standard or rule | What it covers | Official source |
|---|---|---|
| G.S.R. 320(E)Plastic Waste Management Rules, 2016 | As notified on 18 March 2016, recycling of plastic waste shall conform to IS 14534, named there as the 1998 edition as amended from time to time. A unit recycling or processing plastic waste applies to the State Pollution Control Board for registration (rule 13), and the board needs valid consents under the Water Act, 1974 and the Air Act, 1981 first. The Rules have been amended since, so check the current text. | View source |
| IS 14534:2023Plastics - Recovery and recycling of plastics waste - Guidelines (Second Revision) | BIS lists this second revision, which supersedes the 2016 edition. The Plastic Waste Management Rules call up this standard for recycling of plastic waste, so a recycler should check its text against the planned process. | View source |
| G.S.R. 133(E)Plastic Waste Management (Amendment) Rules, 2022: Guidelines on Extended Producer Responsibility for Plastic Packaging | Notified on 16 February 2022. Plastic waste processors, including recyclers, register on the central portal run by the Central Pollution Control Board, and registered entities may not deal with entities that are not registered on it. Producers, importers and brand owners carry recycling and recycled-content obligations. Check the current text before relying on this summary. | View source |

|---|---|---|---|
| EN 12012-1:2018 for blade granulators and shredders | European Union | Covers the essential safety requirements for designing and building blade granulators and shredders for plastic or rubber, from the edge of the feed opening to the discharge area. Feeding or discharge equipment that is not part of the machine, and machines for hazardous or flammable material such as expanded foam, are outside it. A national standards body lists it against Directive 2006/42/EC. | View source |
| EN 12012-4:2019+A1:2021 for agglomerators | European Union | Covers the significant hazards of agglomerators that modify plastic scrap, from the feed opening to the discharge opening. It leaves out health hazards from emissions of the processed material, ignition of flammable residues and exhaust ventilation, and it does not apply to machines built before its publication. | View source |
| EN 1114-1:2011 for the extruder in a pelletising line | European Union | A recycling extruder is a screw extruder, and this safety standard also reaches the feed hoppers, screen changers, melt pumps, static mixers and heads fitted to it. Metering devices and explosion hazards are left out, and the standard points to the ATEX directive where processed material can make an explosive atmosphere. | View source |

Plastic Recycling Machine: frequently asked questions
Who makes plastic recycling machines in India?
diipl keeps maker names off the page. Share your scrap type, dirt level, daily volume and target output. diipl then picks a manufacturer that has cleared GSTIN verification and a factory capacity audit, which for recycling lines means a timed run of the shredder or granulator on scrap like yours plus a look at the wash water circuit and the melt filter. It then checks the Importer Exporter Code and the approvals your market asks for, and sets a direct meeting.
What should I specify when buying a commercial plastic recycling machine?
Start with the scrap: film, bottles, crates or thick lumps, and how dirty and wet it is. Then ask for output in kilograms per hour on that scrap, the rotor and screen, the feeding method, the washing and drying stages, the melt filter and pelletiser, and the guarding, dust and noise controls. Add the electrical load, a wear-parts list, the water supply and a trial on your own scrap.
Which standards or certifications apply to plastic recycling machines?
For the European Union, the safety standard for blade granulators and shredders is EN 12012-1:2018, and agglomerators and extruders each have their own European standard. In India the rules bind the recycler: the Plastic Waste Management Rules ask recyclers to register with the State Pollution Control Board and to follow the Indian guideline for recycling of plastics. Ask the supplier to name the safety standard behind each machine.
What is the HSN code for plastic recycling machines?
The code for plastic recycling machines depends on what the machine does to the scrap, whether cutting and crushing it, washing it, or melting it and cutting the melt into pellets, and whether it is entered as one plant or machine by machine: 84798200 when the machine is a shredder or granulator that cuts, crushes or grinds scrap plastic and other waste into smaller pieces; 84772000 when the machine is a recycling extruder that melts the scrap and forces it through a die, entered on its own without a built in pelletiser; 84775900 when the machine is an extruder with its pelletiser built in as one machine, such as a pelletising machine that melts scrap with a heated screw and cuts the strands, or a densifier that collapses plastic foam into compact chips; 84778090 when the line is a complete plant that cuts, dries and compacts the scrap, melts it in an extruder and cuts the melt into pellets; 84798999 when the machine is a washing line unit such as a label remover, scraper or flake cleaning station, entered on its own. The export shipping bill carries the full 8-digit line and a GST invoice its first 4 or 6 digits, depending on your turnover, so confirm the line for your exact machine before you file. The HS code finder lists every 8-digit line.
Can Indian manufacturers export plastic recycling machines?
Yes. A machine bound for the European Union can carry the CE marking only once testing and the conformity assessment procedure are done, so ask for that file with the declaration of conformity. Buyers abroad also ask for a recorded trial on their own scrap, a manual in their language, packing that protects knives and screens, and remote commissioning support. Before a meeting is arranged, diipl also confirms that the maker holds a valid Importer Exporter Code and the approvals your region needs.
Which industries buy plastic recycling machines?
Recyclers are the core buyers. Published material lists for washing and granulating lines include agricultural film, film from industry and trade, stretch film, HDPE and oil bottles, PET bottles, barrels, crates, bins, bumpers, battery boxes and big bags.
I manufacture plastic recycling machines. How do I find verified buyers?
diipl researches which recyclers, flake makers and in-house regrind users need your type of line and where they are, then approaches them for you. For each one it confirms a real requirement, the funds, the person who signs and the date to buy, and then arranges a meeting where you talk to the buyer directly. Your company name and contact details stay off this site. Recycling buyers start from their scrap, so diipl also collects scrap type, dirt level, moisture and daily volume first.
What is the difference between a plastic shredder and a plastic granulator?
A shredder is a high-torque, low-speed machine, around 100 to 130 rpm, that tears material and suits thick-walled scrap and purgings. A granulator is a high-speed, inertia-driven machine, typically around 500 rpm, that cuts material into smaller and more even pieces. Shredded material almost always needs a second step, typically a granulator.
How do I size a granulator that sits under a shredder?
A granulator is built for a steady, metered feed. A shredder cannot meter its output, so it can flood the granulator below it with a shock load, and the granulator may then run at four to six times its designed rate. Ask the maker how the shredder's output is metered into the granulator, and size the granulator for the load it will really see.
Does a plastic recycler need registration before buying a line?
Under the Plastic Waste Management Rules, 2016, a person recycling plastic waste applies to the State Pollution Control Board for registration. The board does not register a unit without valid consents under the Water Act, 1974 and the Air Act, 1981 and a certificate from the District Industries Centre or another authorised agency. It may grant registration once it is satisfied that the applicant has appropriate facilities, technical capabilities and equipment to handle plastic waste safely.
Do I need a hot wash stage in a plastic washing line?
It depends on how soiled the scrap is. A hot wash removes odours, adhesive and liquid residues such as sugar and soda. One published line lets the operator set material quantity, temperature, residence time and detergent for the degree of soiling, with temperature adjustable from 60 to 90 degrees Celsius depending on the material.
