What is a commercial flour mill plant?
A flour mill plant turns wheat into flour in stages. The grain is first cleaned to remove stones, dust and foreign seeds, then dampened and rested so the bran toughens. In an atta chakki plant, the grain is ground between stones or discs, and a sifter then grades the flour. In a roller flour mill, the grain passes through several sets of rolls, with sifters and purifiers between them, so bran, semolina and fine flour are separated. Packing machines then bag the flour. Commercial plants range from a single chakki unit with a cleaner to full roller mills that handle many tonnes a day.
This page covers commercial and industrial atta chakki units and flour mill plants; domestic and hand-operated chakkis are not covered.
How diipl verifies flour mill plant manufacturers
diipl checks every flour mill plant manufacturer before a buyer meets them. Every seller is GSTIN verified and capacity audited. IEC and the certifications your product and market need (ISO, CE, REACH, BIS) are confirmed before any meeting; Certificate of Origin and EIC inspection are arranged per shipment where required.
For flour mill plants, the capacity audit also covers:
- A test run of the full line at rated throughput on wheat, with the cleaned grain checked for stones and foreign seeds
- Chakki stones or discs mounted true and balanced, running without excess heat or vibration
- Sifters and sieves fitted correctly, with flour checked against the buyer's fineness requirement and bran carried off properly
- Aspiration, cyclone and dust collection fitted and working, with magnets in place before the grinding stage
- Motor ratings, starters and the control panel matched to the quoted load, with a power-on trial
We match your requirement to a manufacturer that has passed these checks and arrange a direct meeting.
Types of flour mill plants we cover
Indian flour mill plant manufacturers on the diipl bench build these commercial and industrial types.
| Type | Typical buyers |
|---|---|
| Commercial atta chakki (single unit) | Commercial flour mills, chakki units and agro-processing plants |
| Mini atta unit with cleaner and packing | Small entrepreneurs, farmer groups and farmer producer companies |
| Chakki atta plant (tonnes per day) | Small-scale entrepreneurs, farmer producer companies and roller flour mills adding stone-ground atta lines |
| Roller flour mill plant | Medium and large millers and institutions |
Commercial atta chakki (single unit)
A stand-alone chakki grinds cleaned wheat between a pair of stones and gives whole-grain atta. One maker lists commercial horizontal models with 16 to 30 inch emery or natural stones, outputs of 50 to 300 kg per hour and three-phase motors of 5 to 20 HP. Choose it when customers bring clean grain, or when you add your own cleaner and sifter later.
Mini atta unit with cleaner and packing
A project report from a state agriculture programme describes a semi-automatic mini atta unit rated at 1000 kg per hour. It has a cleaning machine, gravity separator, pulveriser, 20 inch chakki, material handling, aspiration, control panel and packing machine. This is the step up for millers who want clean, packed atta with less handling.
Chakki atta plant (tonnes per day)
A larger chakki atta plant adds a full cleaning line, storage tanks, material handling, aspiration, control panels and a bagging machine to the atta plant section. The state report describes a semi-automatic unit of 40 tonnes per day. It notes that cast iron discs have replaced granite stones in many units, while some consumers still prefer stone-milled atta.
Roller flour mill plant
Grain passes through several roller mills, with plan sifters, purifiers and bran finishers between them, so bran is separated from the inner kernel. This gives maida, suji, atta and bran. The state report describes a fully automatic 150 tonnes per day roller flour mill with cleaning, milling, bagging, pneumatics and automation.
What to specify when buying a flour mill plant
A clear flour mill plant specification gets you comparable offers and a faster meeting. Share these points with diipl and we match them to the right manufacturer.
| What to specify | Why it matters |
|---|---|
| Rated wheat throughput (kg per hour or tonnes per day) | State the grain you must feed per hour and the hours you will run. Project reports size units from 1000 kg per hour mini units to 150 tonnes per day roller mills. |
| Product mix (atta only, or maida, suji and bran) | A project profile notes that bran is not separated when atta is made, but is separated for maida and suji. Decide your product mix first, because it sets the plant type. |
| Cleaning section scope | Ask which machines are included: pre-cleaner, destoner, gravity separator, scourer and dampener. Ask also whether conditioning bins let the dampened wheat rest before milling, as a project report describes. |
| Chakki stone or disc size, type and material | One maker lists emery or natural stones of 16 to 30 inch for horizontal commercial chakkis. Ask the stone or disc material and size, how it is mounted, and how fast it can be replaced. |
| Motor power, phase and voltage | Commercial horizontal chakkis are listed with three-phase motors of 5 to 20 HP for single units. Larger plants have many motors, so ask for the full motor list and starter type. |
| Sifting section (plan sifter sections and sieves) | A project report describes plan sifters with 4, 6 or 8 sections for atta, and modern plan sifters from two up to ten sieve stacks. The sifter sets flour fineness and yield. |
| Packing: bag sizes and bags per hour | A project report lists wholesale bags from 10 to 100 kg, with 25 and 50 kg common, and bagging output of 250 to 500 bags per hour. Retail packs of 0.5 to 5 kg need a form-fill-seal machine. |
| Aspiration, dust collection and metal removal | Ask for magnets and metal removal ahead of the mill, plus fans, ducts and dust collectors. Food-safety guidance says removing foreign bodies with screens, destoners and magnets prevents impact sparks in milling. |
| Storage bins, elevators and conveyors | A project profile lists elevators, worm conveyors and bins linking the cleaning line to the mill. Specify their number, capacity and cleaning access, because dead spots hold grain and dust. |
| Automation level and control panel | Reports describe units from semi-automatic to fully automatic. Ask what the panel controls, what alarms it gives, and what stays manual, because this sets labour and consistency. |
| Food-contact materials | FSSAI training material says food-contact surfaces should be non-corrosive, smooth, easy to clean, non-toxic and food grade. Ask which parts are stainless steel and which are painted mild steel. |
| Spare stones, rolls and sieve cloth | Grinding faces, rolls and sieves wear with use. A project profile lists spare rolls and spare stones as separate items. Ask for the recommended spares and the maker's lead time to supply them. |
| Building, foundation and electrical connection | Elevator pits, platforms, bins and structures need civil work to the maker's drawing. A project profile lists civil pits, structures and a power connection with a transformer as separate items. |

HSN code and ITC-HS code for flour mill plants
Flour mill plants are classified under ITC-HS 84378010 (flour mill machinery), within HS subheading 843780 (machinery; for use in the milling industry or for the working of cereals or dried leguminous vegetables, other than farm-type machinery). The 6-digit subheading is the same in every country that uses the Harmonized System; the 8-digit ITC-HS line is the one India files.
In India the GST HSN code and the export ITC-HS code come from the same nomenclature. A GST invoice needs only the first 4 or 6 digits, depending on your turnover; the export shipping bill carries the full 8-digit ITC-HS line. The classification is shown here; the applicable GST rate is not. Official source.

Your opportunity
Indian flour mill plant makers already ship this line abroad. diipl finds the markets where your machine can win and generates the verified buyers there.
A classification is a fact any lookup can give you. The correct code still does not tell you which countries are buying flour mill plants right now, what duty each of them charges on the Indian line, or whether that demand is growing or fading. Those answers come from trade data, not from a code table, and they decide whether a market is worth entering. diipl's free Market Research Report answers them for your machine.

Flour Mill Plant: frequently asked questions
Who makes flour mill plants in India?
diipl does not publish manufacturer names. You tell diipl your requirement, such as wheat throughput, atta or roller type and packing needs. diipl then matches a manufacturer that has passed GSTIN verification and a capacity audit, confirms its IEC and the certifications your market needs, and arranges a direct meeting with you.
What should I specify when buying a commercial flour mill plant?
State the wheat you will feed per hour, the products you want (atta only, or maida, suji and bran), and the cleaning, sifting and packing you need. Add stone or roll details, motor power and supply, automation level and civil work needs. Ask the maker to run a trial on your own wheat.
Which standards or certifications apply to flour mill plants?
BIS lists standards for burr mills, for the emery stones used in them, for roller flour mill terminology and flow diagrams, and a fire safety code of practice for flour mill buildings. The exact numbers are on this page. Ask each maker which of them its plant is built or tested to. For the European Union, CE marking applies.
What is the HSN code for flour mill plants?
Flour Mill Plants are classified under ITC-HS 84378010 (flour mill machinery), within HS subheading 843780. The export shipping bill carries this full 8-digit line; a GST invoice needs only its first 4 or 6 digits, depending on your turnover. Confirm the 8-digit line against your exact machine before you file.
Can Indian manufacturers export flour mill plants?
Yes, if the manufacturer holds an Importer Exporter Code and the plant meets the rules of the destination region. The Directorate General of Foreign Trade handbook says the code is compulsory for exports, with listed exemptions. For the European Union, CE marking is needed, and dusty areas may need equipment certified for explosive atmospheres.
Which industries buy flour mill plants?
Commercial flour mills and custom grinding units buy chakki machines. Roller flour mills add chakki lines to make stone-ground atta, and farmer producer companies and small entrepreneurs set up small mills. Large millers buy roller flour mill plants for maida, suji and bran, which they supply to institutional and food-industry buyers.
I manufacture flour mill plants. How do I find verified buyers?
diipl researches which buyer segments and regions need the product, runs outreach, verifies each buyer's need, budget, authority and timeline, and arranges a direct meeting. Your name and contact details are never published.
What is the difference between an atta chakki and a roller flour mill?
A chakki grinds the grain between stones or discs, and the atta is then sifted. A roller flour mill breaks the grain between rolls and sifts it in stages, separating bran from the inner kernel, so it can make maida and suji as well as atta. Roller flour mills are the more capital-intensive plants. Some roller mills also run chakki lines.
Does an atta chakki business need a cleaning machine?
Small custom-grinding chakkis often skip cleaning machines because customers bring cleaned grain. Mills that sell packed atta, and larger chakki plants, typically add a pre-cleaner, destoner, gravity separator, scourer and dampener, because improper cleaning risks clogging and wear in the machines downstream.
What capacity can I choose, from one chakki to a full plant?
A state agriculture project report describes a mini atta unit of 1000 kg per hour with a 20 inch chakki, a semi-automatic chakki atta unit of 40 tonnes per day, and a fully automatic 150 tonnes per day roller flour mill with a 30 tonnes per day chakki plant. Match the size to your grain supply and market.
What power connection does a commercial chakki need?
One maker lists commercial horizontal chakkis with three-phase motors of 5 to 20 HP for single units. Full plants have many motors across cleaning, conveying, milling and packing, so ask the maker for the full motor list and size your connection and transformer from it.
