What is a commercial shearing machine?
A shearing machine cuts sheet and plate metal along a straight line. The operator places the sheet against a back gauge. Hold-down clamps grip it so it cannot move, then a moving upper blade comes down past a fixed lower blade and the metal fractures along the line. The upper blade is set at a slope, called the rake angle, so it does not cut the whole length at once, and this lowers the force needed. The ram can be driven by a motor and clutch or by hydraulic oil pressure. Workshops and factories use shears to cut blanks to size before bending or welding. A shear cuts straight lines only; curves and holes need other machines.
This page covers commercial and industrial sheet and plate shearing machines for workshops, factories and service centres; bench, hobby and home-use models are not covered.
How diipl verifies shearing machine manufacturers
diipl checks every shearing machine manufacturer before a buyer meets them. Every seller is GSTIN verified and capacity audited. IEC and the certifications your product and market need (ISO, CE, REACH, BIS) are confirmed before any meeting; Certificate of Origin and EIC inspection are arranged per shipment where required.
For shearing machines, the capacity audit also covers:
- A test cut at the rated plate thickness and the full cutting length, in the steel grade the buyer names, checking the cut piece for burr, twist and bow.
- Straightness of the lower blade bearing surface and of the back gauge angle, and the parallelism of the back gauge angle to the lower blade, taken from the tests in the Indian test chart for guillotine shears.
- Back gauge repeatability: set a length, cut, move the gauge away, set the same length again, cut again and measure both pieces.
- Hold-downs grip along the full length before the blade touches the sheet, and the front and rear guards, emergency stop and two-hand or guarded foot control all work.
- The hydraulic power pack under load: no oil leaks, relief valve working, and a steady ram stroke after a long run of full-length cuts.
We match your requirement to a manufacturer that has passed these checks and arrange a direct meeting.
Types of shearing machines we cover
Indian shearing machine manufacturers on the diipl bench build these commercial and industrial types.
| Type | Typical buyers |
|---|---|
| Hydraulic swing beam shear | General fabrication workshops and light industrial work. |
| Hydraulic guillotine shear | Plate fabricators and production shops that cut thick or high-strength plate in repeat batches. |
| Heavy plate guillotine shear with adjustable rake | Plate and structural fabricators, and construction steel work that cuts long plate. |
| NC and CNC controlled shear | Production shops that need consistent cuts across batches. |
| Motorised electromechanical shear | Workshops cutting thin to medium plate in short runs. |
Hydraulic swing beam shear
The upper blade sits on a beam that pivots, so it moves in a slight arc instead of straight down. This gives a simpler, quieter cutting mechanism than a guillotine and handles everyday fabrication work. One published range is rated from 4 mm to 13 mm in mild steel, on cutting lengths from 2 m to 6 m.
Hydraulic guillotine shear
On a guillotine shear the upper blade moves straight down along linear guides, so the blade gap stays consistent across the whole cut. Hydraulic guillotine shears suit thick plate, high-strength metals and precision work. On CNC models the controller can adjust the blade gap and the cutting angle.
Heavy plate guillotine shear with adjustable rake
Built for thicker plate than the swing beam range above. The blade cuts with a vertical motion, and the rake angle can be adjusted to suit the plate, because a steeper angle lowers the cutting force. One published range is rated from 16 mm to 25.5 mm in mild steel and from 10 mm to 17 mm in stainless steel, on cutting lengths of 3 m and 6 m. Stainless steel is rated lower than mild steel.
NC and CNC controlled shear
NC and CNC are control levels offered on hydraulic shears. An NC control gives basic back gauge control with manual parameter adjustment. A CNC control adds full automation and stored cutting programs. Some hydraulic shears also allow automatic blade gap adjustment. It suits repeat batches where every cut must match.
Motorised electromechanical shear
A motorised shear uses an electromechanical drive instead of oil pressure and is robust and quick between cuts. It suits thin to medium plate. One published family covers plate from 0.8 mm to 5 mm, on cutting lengths from 1250 mm to 3060 mm, with manual or NC controlled back gauges.
What to specify when buying a shearing machine
A clear shearing machine specification gets you comparable offers and a faster meeting. Share these points with diipl and we match them to the right manufacturer.
| What to specify | Why it matters |
|---|---|
| Maximum plate thickness in mild steel, with the tensile strength used for the rating | Ratings are given for a stated tensile strength. One maker publishes its plate thicknesses at 450 newtons per square millimetre, so ask each maker to rate on the same basis. |
| Cutting length (working width of the blades) | Blade length sets the widest sheet you can cut, so judge thickness and length together. Hydraulic shears are commonly offered from about 2000 mm to about 6000 mm. |
| Stainless steel and high-strength steel ratings as separate figures | Capacity falls as the material gets stronger. One published range lists 13 mm in mild steel but 8 mm in stainless steel, so ask for the rating of each grade you will cut. |
| Drive: mechanical, hydraulic or hydra-mechanical | Mechanical drives are generally rigid and fast but give less operator control and overload protection. Hydraulic drives use a motor, pump, valves and cylinders to move the ram. |
| Blade design (swing beam or guillotine) and whether the rake angle is fixed or adjustable | Swing beam blades move in an arc, guillotine blades in a guided straight line. An adjustable rake lets the operator set the angle for the gauge being cut. |
| Blade gap (clearance) adjustment: manual or powered, and the range | A starting gap is about 5 to 10 percent of plate thickness, and stainless and high-strength steel need a larger gap than mild steel. Too small a gap wears blades; too large tears the edge. |
| Back gauge: travel, drive and repeatability | The back gauge controls cut length and repeatability. CNC back gauges typically use precision ball screws and servo motors. Ask for the travel and how easily lengths are set. |
| Hold-down system and its pressure | Hold-downs must grip the sheet just before the blade touches it. Hold-down pressure that is proportional to the shearing force prevents thin or delicate material from being marked. |
| Strokes per minute at your own plate thickness and cutting length | Output depends on stroke rate, which is lower on thicker plate. One range runs from 6 to 45 strokes per minute across models, so ask for the rate at your own thickness and length. |
| Motor power and hydraulic power pack | Motor power sets cutting force and stability. One range uses motors from 9 kW to 18 kW across its models. Ask for the oil grade, tank size and relief valve setting. |
| Control: NC or CNC, and whether cutting programs can be stored | NC systems give basic back gauge control with manual parameter adjustment. CNC systems add full automation and store cutting programs for repeat jobs. |
| Safety: guarding at the blade and hold-downs, front and rear, plus controls and emergency stop | A state safety directive for shears looks at guarding at the blade and hold-downs on both sides, guarded foot controls or two-hand controls, and control of hazardous energy during blade changes. |
| Sheet supports and handling: front arms, support tables, conveyor or stacker | Plate droop makes cut pieces longer than the back gauge setting, mainly on light gauge, so a sheet support may be needed. A conveyor and stacker removes cut plate in production shearing. |
| Blade material, blade class for the plate thickness, and a spare blade set | Very hard blades hold an edge longer but can chip on heavy plate, so heavier capacities need shock-resisting blades. A spare set keeps production running while blades are ground. |

HSN code and ITC-HS code for shearing machines
The code for shearing machines depends on whether the shearing machine is numerically controlled or not. Choose the line that matches your machine:
- 84623300 (numerically controlled shearing machines) when the shearing machine for flat metal products is numerically controlled.
- 84623900 (other, within subheading 846239: machine-tools; shearing machines (excluding presses) for flat products, other than numerically controlled, other than combined punching and shearing machines, for working metal) when the shearing machine for flat metal products is not numerically controlled, for example one set by hand or by fixed stops.
The tariff has one group for slitting lines, cut to length lines and other shearing machines for flat products, and inside it the line splits on whether the shearing machine is numerically controlled. A hydraulic or electromechanical plate shear is a shearing machine for flat products either way, so the line depends on the control fitted and not on the blade design or the frame. Complete slitting lines, complete cut to length lines and combined punching and shearing machines are classified in other lines. The tariff texts and notes checked do not define how much control makes a shearing machine numerically controlled, so a shear with only a basic back gauge control should be checked with customs.
In India the GST HSN code and the export ITC-HS code come from the same nomenclature. A GST invoice needs only the first 4 or 6 digits, depending on your turnover; the export shipping bill carries the full 8-digit ITC-HS line. The classification is shown here; the applicable GST rate is not. Official source.

A classification is a fact any lookup can give you. The correct code still does not tell you which countries are buying shearing machines right now, what duty each of them charges on the Indian line, or whether that demand is growing or fading. Those answers come from trade data, not from a code table, and they decide whether a market is worth entering. diipl's free Market Research Report answers them for your machine.

Buying a shearing machine in India
- Insist on a GST tax invoice that lists the model, serial number and rated capacity against a named steel grade.
- Get the maker's foundation drawing and anchor bolt layout before the machine arrives, and agree who prepares the floor.
- Plan installation and commissioning by the maker's engineer, including levelling, blade gap setting and a test cut in your own material.
- Ask for operator training on the controls, blade gap setting and safe use of the guards and the two-hand or foot control.
- Confirm spares and service: a spare blade set, hydraulic seals and filters, and where the nearest service engineer is based.
- Agree delivery: how a long, heavy machine is moved and unloaded, and the three-phase supply and earthing needed at your site.
Buying from Indian shearing machine exporters
- Agree the Incoterm in writing (for example FOB or CIF) and who arranges loading, sea freight, insurance and unloading of a long, heavy machine.
- Match the electrical supply: the motor, control panel and lighting must suit the importing site's three-phase voltage and frequency. State both in the order.
- Settle the safety route by region before the order. For buyers in the European Union, ask which conformity route the shear is built to, and ask to see the declaration of conformity and which safety standard it names for guillotine shears. For North America, ask which shear safety standard the buyer's safety team will apply to the guarding.
- Check what guarding is fitted as standard and what is optional: front and rear guards, light curtain or two-hand control, emergency stop and a guarded foot pedal.
- Ask early if the destination asks for a Certificate of Origin, and keep the shear's serial number and rated capacity on every export document.
- Ship a spare blade set, seals and filters with the machine, agree video support for commissioning, and pack so the blade edges, back gauge and control panel survive sea freight.

Shearing Machine: frequently asked questions
Who makes shearing machines in India?
diipl does not publish manufacturer names. Tell diipl the plate thickness, steel grade, cutting length and control level you need. diipl then finds a maker that has cleared GSTIN verification and a capacity audit, checks that it holds an IEC and the certificates your destination market requires, and arranges a direct meeting. For a shear, the audit includes a test cut at rated thickness and length and a check of the lower blade bearing surface and the back gauge.
What should I specify when buying a commercial shearing machine?
State the thickest plate and its steel grade, with stainless steel and high-strength steel rated separately. Give the cutting length, blade design, drive type and whether the rake angle is fixed or adjustable. Add blade gap adjustment, back gauge travel, hold-downs, NC or CNC control, stroke rate, motor power and local voltage. Finish with guarding, sheet supports and the spare blade set.
Which standards or certifications apply to shearing machines?
Indian Standard IS 2515:1978 gives the geometrical accuracy tests for guillotine shears, and a buyer can name the tests wanted from it in the order. For export, EN 13985 is a European safety standard for guillotine shears under the Machinery Directive, and ANSI B11.4 sets safety requirements for shears, which a state workplace-safety directive refers to. Your buyer's region decides which to follow.
What is the HSN code for shearing machines?
The code for shearing machines depends on whether the shearing machine is numerically controlled or not: 84623300 when the shearing machine for flat metal products is numerically controlled; 84623900 when the shearing machine for flat metal products is not numerically controlled, for example one set by hand or by fixed stops. The export shipping bill carries the full 8-digit line and a GST invoice its first 4 or 6 digits, depending on your turnover, so confirm the line for your exact machine before you file. The HS code finder lists every 8-digit line.
Can Indian manufacturers export shearing machines?
Yes. Nothing stops an Indian maker from exporting a shear. Indian machine tool makers export, and a Ministry of MSME district profile of one machine tool cluster, which covers machine tools in general and not shears alone, records export access to Europe, North America, the Middle East, South Asia and Africa. A maker needs an IEC, a motor and panel built for the importing site's supply, and guarding and conformity papers for that region. diipl confirms the IEC and the certifications before it introduces a buyer.
Which industries buy shearing machines?
Metal fabrication shops and steel service centres use shears for high-volume cutting. Automotive plants use them for panels and brackets, construction and HVAC makers use them for ducts, cladding and roofing sheet, and electrical makers use them for panel and enclosure housings. Maintenance and repair workshops also keep one for one-off cuts.
I manufacture shearing machines. How do I find verified buyers?
diipl works out which kinds of buyer and which regions need shears, such as fabrication workshops, service centres and duct or panel makers, then reaches out to them. Before a direct meeting is set up, diipl confirms that the buyer has a genuine requirement, funds, the power to decide and a purchase date in view. Nothing that names you or gives your contact details is published. Bring a rated test cut, your guarding options and a spare blade set to the meeting.
What is the difference between a swing beam shear and a guillotine shear?
On a swing beam shear the upper blade is on a pivoting arm and moves in a slight arc, and the cutting angle is typically fixed. On a guillotine the blade runs straight down on linear guides, which keeps the blade gap even along the cut, and it can offer CNC-controlled blade gap and cutting angle adjustment. Swing beam suits general fabrication and light industrial work. Guillotine suits thick or high-strength plate and precision work.
How much less can a shear cut in stainless steel than in mild steel?
Stainless steel is rated lower than mild steel on the same machine, because ratings are based on tensile strength, usually of carbon steel. One published range lists 13 mm in mild steel but 8 mm in stainless steel, and 6.5 mm against 4 mm. Give the maker your thickest stainless job and ask for its own written rating.
Why do my cut pieces have burrs, twist or bow?
Too much blade gap leaves burrs, and too little leaves a double cut. For good quality the gap is often set near 7 percent of plate thickness. A steep rake angle lowers the cutting force but adds twist and bow on the cut piece. Dull blades leave ragged edges, so keep the blades sharp and choose a rake angle suited to the plate thickness.
What does installing a hydraulic shearing machine involve?
Install it indoors on a solid, level floor that is free of vibration, anchor it with bolts and level it with a precision level. One manual asks for a level within 0.2 mm per metre, front to back and left to right. Then connect the three-phase supply, check the blade gap and make a test cut. Follow the maker's drawing for your model.
